Mr. Breen was in charge of all of the Port Authority of New York and New Jersey’s airports, bridges, and tunnels’ telecommunications systems. After the first bombing, Mr. Breen oversaw the reconstruction of the World Trade Center’s telecom infrastructure and assisted the ATF and FBI in their investigations.
